<p dir="ltr">In August 2025 the Energy and Climate Change Ministerial Council (ECMC) agreed an update to the Trajectory for Low Energy Buildings. The update provides a pathway for a coordinated work program for Commonwealth and State and Territory action to decarbonise the residential building sector.</p><p dir="ltr">This report argues that whilst the policy settings outlined by the ECMC are necessary conditions, they are not sufficient to achieve the objective of decarbonising Australia’s existing housing stock. Policy gaps remain. The current policy direction needs to move beyond subsidies, to incorporate structured market based alternatives. Retrofitting Australia’s 11 million existing residential buildings to reduce emissions will improve livelihoods, support new businesses, drive down cost of living and support Australia to meet its emissions reduction target of 62 to 70% by 2035 (from 2005 levels).</p><p dir="ltr"><br></p>
